The Balican hold on the city is maintained by this iron-fisted contingent, especially detached on orders of King Andropinis himself.

Thero and Eupolos teleport 3, then choose 1 hero: they are vulnerable to the next action, which can't be Interposed.

(Range 16) 1d6+4 piercing (3x), on crit: DC 14 STR or next time the target recovers HP or gains tempHP, they instead lose that many HP.

Eupolos moves 6, then (Reach 6) DC 14 WIL: if failed, Eupolos can cancel the hero's first reaction OR choose their first action until the end of their turn.
At 100 HP, Thero or Eupolos teleports next to the other and they use Defiler's Wrath: Burst 8, 4d6 necrotic, any die can crit, can't be Defended. Any hero down to 0HP take an extra Wound, spellcasters must roll DC 14 STR or their ongoing spells are dispelled.
The Praetors are close to defeat! 80 extra damage and they will die. They crit on 5-6 and their DCs increases to 16.
Whenever Phaidon moves, he creates a where he stood.
When affected by a Condition, Phaidon can destroy a Shadow Duplicate to cancel it.

Move 6, then (Range 12) 1d10+6 bludgeoning, twice. On damage: Push 3 sq in any chosen direction.

(If no foe is Dominated) Choose half the conscious foes at Reach 12: 2d10 psychic damage then DC 15 WIL or Dominated.

Teleport 12. Command all shadow duplicates to take a turn.
At 130 HP, Phaidon gains Dark Bargain: when a Dominated person attacks their ally, a Shadow Duplicate is created behind them; also, your Shadow Duplicates can Interpose by swapping places with Phaidon at Reach 4.
Phaidon is on the ropes! 80 extra damage and he will bleed out. Dominated no longer ends on taking damage, and every hero makes a DC 15 WIL or becomes Dominated.
